It's taken eight drafts and more than four years, but the state is close to finalizing zoning and infrastructure plans that will stimulate and shape redevelopment of the former Barbers Point Naval Air Station at Kalaeloa.
The sprawling 3,700-acre base was closed by the military in 1999 and largely turned over to the state. Plans in place since 2005 have envisioned up to 6,350 homes and 3 million square feet of commercial space.
But a major challenge has been how to arrange and accommodate such development given that the Navy's old electrical, water, sewer and road systems require colossal upgrades.
The continued presence of a general-aviation airport and a Coast Guard station at the former base, as well as the possibility that the city might extend its planned rail transit line to Kalaeloa, further complicates planning.
One thing that seems certain is the old base between Kapolei and 'Ewa Beach won't be transformed into anything resembling other O'ahu communities.
"The characteristics of this district will be unique," said Anthony Ching, executive director of the Hawai'i Community Development Authority, the state agency devising the area's development rules. "It will not look like Kapolei."
The latest draft of administrative rules directing development proposes five zoning categories. One zone is open space that includes a shoreline with as much white-sand beach as Waikīkī.
Another zone is devoted largely to recreational, cultural and energy production uses. This zone would allow for what Ching said could be five or more solar farms, including two on land owned by the Department of Hawaiian Home Lands, two on HCDA land and one on private property.
Urban development would be confined to three other zones with different density limits for mixed residential and commercial use.
The HCDA calls the proposed urban zoning "form-based" because it coordinates development by building heights and the amount of housing units and commercial space — not by the type of use.
"We have great hopes for the form-based rule," Ching said.

As proposed, the highest-density urban zoning would allow up to 60,000 square feet of commercial space or 60 residential units per acre in buildings up to five stories. Mid-density urban zoning would be limited to four-story buildings with up to 40,000 square feet of commercial space or 40 residential units per acre. The low-density zone would permit buildings no taller than three stories with up to 20,000 square feet of commercial space or 20 residential units per acre.
The latest draft of administrative rules follows a March summit attended by 80 individuals, including representatives of private landowners and government agencies.
The proposed rules will be discussed with landowners and other stakeholders next month, and then scheduled for a public hearing in June.
Tweaking the plan is expected based on feedback. After that, a final plan could be sent to Gov. Linda Lingle for approval in August.
If the timetable is realized, it would give landowners and developers certainty on how they may use parcels for redevelopment more than a decade after the Navy ceased operations as part of a federal base realignment decision.
Firm development rules would spur more wholesale development at the old base that is regarded by some as one of the worst examples of reusing a shuttered military installation.
While there has been some piecemeal development at Kalaeloa over the years that has included industrial businesses and plans for a new FBI headquarters, former bases on the Mainland have blossomed with hotels, shopping centers, homes, offices, universities and parks.
"We've been kicking the can down the road and nothing much has happened in the last 10 years," Ching said. "I do think we're now poised to do something here."
20-year process
Detailed zoning rules were slow in the making largely because of challenges in determining how much new infrastructure would be needed to handle certain levels of development.
Much of the work over the past two years involved figuring out how to supply the area with upgraded power. A proposed power line layout has the endorsement from Hawaiian Electric Co., Ching said.
The HCDA estimates it will cost $550 million to improve roads, electricity, sewer and water systems to modern standards throughout the old base. Private landowners are expected to pick up the cost for most of the work, though the state anticipates being responsible for close to $200 million of infrastructure.
Previously, the HCDA had anticipated playing a larger role in developing Kalaeloa as a landowner, but the Navy last year conveyed 500 acres of land that was in limbo to private firm Ford Island Development.
Overall, redevelopment of Kalaeloa is expected to occur over 20 or more years.

sadly though... look what it says about the green area where P24 is. like i've said before, that whole area is marked as "open space" for preservation purposes and i believe that took place about the time they found more artifacts and cultural sites than they did before.
back to P9... 30 ft is a 3-story limit? good enough for a tower or bridge... lighting shouldn't be a problem with todays technology.
did you guys know there was a landfill nearby? i mentioned that before too... :D

well, lets see here... it doesn't say anything about a facility besides on the map. :confused:
:) it does say 20 years and that Ching dude seems hopefull of the overall development. which a map has been provided, just so happens to show a MOtorsports place. :rolleyes:
ya never know.. maybe they started buying more politicians. LOL... i just hope whatever track gets built doesn't take more than 20 years.. that would be some messed up sh*t right there. :eek:

There is also a "conical arc" rule that limits height to zero as you get closer to the runways. As you can see from this diagram, most of the planned layout would not be possible because of the setback rules. Note that the rail layout had to be redone because it was too close to the airport. No one had thought to submit plans to the FAA for approval. Sound familiar?

Yeah,, and sprinkle Fairy Dust on P9 and pray real hard and the Easter Bunny may have Donkeys Fly out of the Easter Beagles Arse while Santy Clause EXPRESS delivers the permits to ya. Don't forget to yank out all of your eye teeth so the Tooth Ferry can give you some money to pay for it all. Oh, and ask you buddy MO for all of his recyclables from his mountain of crap beer can pile. It is still worth $.05 even thought the beer was worth less :rolleyes:

The runway in the upper right corner of the diagram is 11/29. You can clearly see the setback to the green portion of the diagram. Runway 4L is just to the left of the circle tracks. There doesn't appear to be any setback in that diagram. Which means both circle tracks, and a good portion of the drag strip shut down would be eliminated. Oakland's logic for that layout is that runway 4L is not currently in use. That may be true, but what if the airport needed to reopen that runway for an emergency, or for expanded operations? By allowing this layout, runway 4L would have to be permanently closed. Also, like Mufi's choo choo train, no one had bothered to get FAA approval for that specific layout. I spoke with the airport director about this, and with DHHL. They both said no approval form had been submitted. Oakland/Kitchens have never posted a document showing FAA approval.

2 problems here. What if there are no other DHHL properties to move them to? And who is going to pay for the moving expenses? I doubt Pasha would want to spend any money moving, after they've already spent $7 million setting up on P9. And I also doubt if any developer who just lost their land in a foreclosure sale, could afford to move Pasha to another lot with their own money.

Had some other person called up Nitta's show this past Sat. claiming he has meetings w/ the Guard and connections w/ the Amer. Drag League. Like a million people have not tried that angle before from both the mainland and here. The General and comptroller were involved and if they both got told 'NO'. So what do you think? i hold the State of Hawaii accountable for the absence of a racetrack. Chang for not disclosing and Hanabusa for f*cking it up.
4 years now, clearly the old park owners closed the ONLY multi-purpose facility on oahu for a sport that has world wide popularity and has the capability of drawing HUGE money. everybody knows that. even people who don't like motorsports, thanks to media coverage.
the proposed facility at the airport as shown on the map would have been a GIANT leap forward for the racing community as a whole. the location is a great one as the Honolulu International Airport is hard to shut down entirely due to the amount of space it takes up. the military has other alternate sites to secure the island.
i concur with the development plan as i think about the future safety of the racing community itself. the Kalaeloa airport is essential in the respect that it is operational for the coast guard, homeland security and military as a back up or alternate airport. security around sensitive areas is not a problem, we have that in place all around the world already.
dust control, lighting and building heights can be met with innovative uses of modern technology. i am convinced we can build some cool sh*t nowdays.
the only problem is not having a guarrantee. trying to control a mob of folks to pursuade the state in favor of a private developer is like trying to run up an icy hill. Oakland and Enomoto live in paradise, they neva know what kind shooz they needed.. lol.

there is no money, but there is investor money. P9? support it. save HRP? support it, we all don't care, its been too long and just like the hawaiians, sadly, :( racers are gonna start to die while on the waiting list... and not from lack of medication either.

got a deal? great, blow it up get behind it and make sure ALL venues will be accomodated one way or another (even if it means besides P9 and/or P24) and the public needs to know for two reasons. approval and racer support.

oh and to elaborate my thoughts on why i didn't mention support for P24, is because that it sucks Mike and them are trying so hard and nothing yet.
whatever personal issue you might have with the people invloved is aside from what it represents. its a "temporary" home provided for the racers that hit snags from the get go. thanks should go out to all those that have tried or are trying.
there is an amount of support there @ P24 as it SHOULD have, but that is what it is, temporary and small. its a handicap for the racers but should be appreciated by them nonetheless, it was something and people are still trying with nothing yet.
obvious help is needed and it goes way beyond P24... imho. :cool:

lol... yup. among many crazy things i'd do like ladies night "top down" drag racing (free admission for topless ladies)... i'd also place you and kitchens on the payroll, prolly as executive directors (attractive salaries and benefits) with duties that include forming a racing association as a voice of the people. there would be a contract and you'd have to spend time with him at the capitol from time to time while i play golf and purchase politicians to secure a grand future in motorsports.

That would be the COLDEST day in HELLllllll ! ! ! ! My suggestion to Sink Boi? Take up another hobby unless P24 or the soon to be second Dirt Hill on Sand Island formerly known as the "SandBox" gets anything other than being a storage/staging area. The powers that be are not Stooopid. They are aware of what is going on and the rug can / will be pulled out at any second on those 2 front operations.

Sandox is a bigger place to hide the Dirt too. Assuming that you can get away with shady things or under the radar due to a few well placed political players. If so U "Ass U Me" to much. To many skeletons will be revealed before November and will change the tide in the Game.
All the moderates and independents are gonna swing for the fences and it ain't going to left field either. And that will be the difference.

That would be the COLDEST day in HELLllllll ! ! ! ! My suggestion to Sink Boi? Take up another hobby unless P24 or the soon to be second Dirt Hill on Sand Island formerly known as the "SandBox" gets anything other than being a storage/staging area. The powers that be are not Stooopid. They are aware of what is going on and the rug can / will be pulled out at any second on those 2 front operations.
As DIRT said, we tried it the DUMB / YOUR guys way for 20 + years under your buddies regime and where has it gotten us?
And NO Davy, if you guys had brains, you'd be dangerous. Something other than BS, Hot Air, Fence sitting, back stabbing, pipe dreaming, sit on your asses waiting for someone else other than yourselves to do something sorry excuses would have had a track 4 years ago.
If it was so easy every Jr, Sink, Jokey, Nakano would have "HAD" a track up and running by now. Instead they know they can make more money as a storage yard or other dirt operations other than the type that goes in circles.
Sandox is a bigger place to hide the Dirt too. Assuming that you can get away with shady things or under the radar due to a few well placed political players. If so U "Ass U Me" to much. To many skeletons will be revealed before November and will change the tide in the Game.
All the moderates and independents are gonna swing for the fences and it ain't going to left field either. And that will be the difference.

You can bet your Life on this one Davy as too many devious deeds and words were said where there is no EVER fixing or mending of those ancient fences. That bridge has long been so badly torched that you cannot even see where it was.
So for this lifetime Sink Boi, my suggestion to you is to take up something else other than an interest in anything motorsports on Oahu. Which should not matter to you as you never raced anyway. Only being a spectator or admirer of those who did from afar.

All the original founding members of the Sandbox are dismantled. Jr. Boi is now the self appointed Prez. Now, the Sandbox project came about as a major community based endeavor. That is why major influential individuals supported the Sandbox. I can assure you these once supporters will be very displeased with this latest twist. As all indicators are pointing to a construction project, trucking contract and a much needed NEW location to store, sift and resell, again, DIRT. All tied to the same parties. Now, if we know about this you can be sure that many others do as well.
Things with a stench are about to hit the proverbial fan. In a MAJOR election year none the less.

you wanna hear something funny. i'm playing with this facebook thing and gettin friends and family together.. still got more to do.. but i sent requests, some are still pending.... LIKE THE ONE THAT WENT TO COLLEEN HANABUSA! omg, wtf... how did that happen? LOL
its amazing what you find on FB. i think one of my friends is going to be a supreme court judge in the mainland. cool.
